Antes, cuando todavía es un proyecto de ley ( bill), puede ser modificado tanto por la Cámara de los Comunes como por la de los Lores. Si ambas cámaras lo aprueban, se envía al monarca para que dé su aprobación ( Royal Assent), aunque esto es una mera formalidad. Именно этими положениями руководствовался Верховный суд [ Supreme Court, U.S.] при оправдании Аарона Бэрра [ Burr, Aaron] в 1807. Всего в истории США рассматривалось около 40 дел по обвинению в государственной измене, но только единожды Верховный суд утвердил такой приговор.
